A Evolução do Agronegócio Citrícola Paulista e o Perfil da Intervenção do Estado

Abstract
O agronegócio citrícola constitui atividade relevante para o Estado de São Paulo e para o Brasil, gerando renda e empregos diretos e indiretos e, sobretudo, divisas provenientes da exportação de seus produtos, em especial do Suco de Laranja Concentrado Congelado (SLCC). Apesar das crises econômicas e dos problemas fitossanitários, a competitividade firmada ao longo de sua história se manteve, por efeito de fatores internos e externos - vantagens competitivas e comparativas. Sua dinâmica esteve atrelada à atuação do setor privado, ao contexto internacional e, com menor relevância do observado para outros agronegócios, da ação do Estado. Nesse contexto, o presente trabalho tem por objetivo identificar e analisar o nível e os resultados da atuação do Estado no agronegócio citrícola, no decorrer de sua evolução histórica, sobretudo nos momentos de crise econômica e de problemas fitossanitários. Para a elaboração desse trabalho foi realizada pesquisa bibliográfica e pesquisa de campo, esta desenvolvida por meio de entrevistas com agentes que atuam nesse agronegócio. Pôde-se constatar que a atuação do Estado, quando demandada, esteve voltada para a busca de organização e de soluções para as crises e problemas, num processo de “resolução criativa” frente às possibilidades de “destruição”.
