O Lugar dos Assentamentos no Desenvolvimento Local/Regional: Dilemas e Perspectivas Futuras

Abstract
Objetiva-se analisar as diversidades e as coincidências nos impasses e perspectivas no desenvolvimento da política de assentamentos rurais no Estado de São Paulo, em duas situações bastante diferentes do ponto de vista regional. A análise, ao privilegiar o âmbito local/regional no enquadramento empírico desse estudo, se defronta imediatamente com tensões específicas, tanto do ponto de vista das estruturas políticas e econômicas, quanto dos atores sociais diretamente envolvidos nesta conflituosa realidade. O caráter comparativo deste artigo visa, portanto, ressaltar os possíveis rumos das experiências de assentamentos, em função das tramas sociais constituídas pelos distintos agentes/ atores sociais que animam o cenário local/regional em cada caso, bem como através das tensões que se expressam no campo das alternativas políticas e econômicas. Na discussão dos rumos dessas experiências inovadoras na gestão econômica do território esclarecem-se tensões reveladoras de contradições possíveis entre a chamada agricultura familiar e o grande capital agropecuário e agroindustrial. Tensões entre as práticas e as racionalidades dos diferentes agentes (assentados, técnicos, agentes políticos, empresários) e o campo do poder, entendido como o jogo de forças sociais que atravessa o futuro da Reforma Agrária compõem o núcleo do presente artigo.
